The Justice Chamber of Commerce recommended to the Village of Justice
several Board meetings and Committee Meetings in the past that the Village
Eliminate, Defer or reduce Business and Liquor licenses for 2020 and 2021. After much diligence the Village of Justice passed an Ordinance at last night's meeting.

ORDINANCE NO. 2021
AN ORDINANCE OF THE VILLAGE OF JUSTICE, COOK COUNTY, ILLINOIS PROVIDING FINANCIAL RELIEF TO BUSINESSES AFFECTED BY THE COVID-19 PANDEMIC
BE IT ORDAINED by the President and the Board of Trustees of the Village of Justice, Cook County, Illinois, as follows:
Section 1
That all business license "base fees” effective for business license year 2021 shall be abated for all businesses physically located in the Village of Justice. Any business located in the Village of Justice that has paid all or a portion of the business license “base fee” for the business license year 2021 shall receive a full refund of any fees paid.
Section 2
That all business license "base fees" effective for business license year 2022 shall be reduced to 50% of the fixed amount established by ordinance for all businesses located in the Village of Justice.
Section 3
Any business in the Village of Justice that possessed a liquor license for the consumption of alcoholic liquor, beer, or wine on the licensed premises, only, from March 16, 2020 through June 25, 2020, and which was otherwise closed for on-premises sales in order to comply with Executive Orders of the Governor of the State of Illinois during that time period, shall receive a 25% credit towards their liquor license fee for the 2021-2022 license year. A listing of businesses that qualify for the credit is attached hereto as Exhibit "A."
Section 4
For 2021, any business physically located in the Village of Justice shall be eligible to qualify for a payment plan for any and all fees associated with its business operations due to financial hardship. Such payment plans shall be in the form of a contract and the terms thereof shall be unique to the business and its financial situation.
Section 5
If any section, paragraph, clause or provision of this ordinance shall be held invalid, the invalidity thereof shall not affect any of the other provisions of this ordinance.
Section 6
This ordinance shall be immediately in full force and effect after passage and approval as provided by law.
Section 7
The terms and provisions of this ordinance shall only be effective during the time(s) identified and shall sunset at the expiration thereof. Upon expiration, the terms and provisions of those ordinances affected hereby shall be in full force and effect according to their express terms.
